Fiscal Detail and Notes
This amendment eliminates the ongoing General Fund appropriations in the bill of $300,000 per year beginning in fiscal year 2017-18 to a newly established Housing First Assistance Program within the Maine State Housing Authority (MSHA) for 30 housing units and 24-hour housing support services at those units at a "Housing First" development for chronically homeless individuals and families.
This amendment requires that, in fiscal year 2017-18 only, $300,000 of the Housing Opportunity for Maine Fund's portion of the Real Estate Transfer Tax be transferred to the Housing First Assistance Program to provide  support for the program.
This amendment includes a one-time Other Special Revenue Funds allocation of $300,000 in fiscal year 2017-18 to the Housing First Assistance Program and a corresponding Other Special Revenue Funds deallocation to the Housing Authority - State program within the Maine State Housing Authority to reflect the one-time transfer of revenue.
