Amend the resolve in the first "Whereas" paragraph in the first line (page 1, line 1 in L.D.) by inserting before the following: "Whereas" the following: 'Preamble.'

Amend the resolve by striking out everything after the preamble and before the summary and inserting the following:

Sec. 1. Community medical responder training; pilot project. Resolved: That the Department of Public Safety, Maine Emergency Medical Services shall authorize approved emergency medical services training centers to develop and deliver a community medical responder apprenticeship pilot project to expand the pool of available emergency medical services personnel. Maine Emergency Medical Services shall authorize apprenticeship programs in up to 6 geographically diverse towns in the State with 5,000 or fewer residents and, as part of the pilot project, shall ensure the provision of accessible and affordable community medical responder training classes in those towns.

Maine Emergency Medical Services shall provide a report by January 15, 2019 to the joint standing committee of the Legislature having jurisdiction over emergency medical services matters regarding the status of the pilot project and its effect on the number of emergency medical services personnel in rural areas of the State and containing recommendations for the continuance, discontinuance or modification of the pilot project.

The pilot project terminates March 15, 2020.’

summary

This amendment retains the purpose of the resolve, to address issues of recruitment of emergency medical services personnel in rural areas of the State through a pilot project, but changes the focus to the development and delivery of community medical responder apprenticeship programs. The pilot project is intended to expand the pool of available emergency medical services personnel by providing potential new responders opportunities for training in an affordable and accessible manner. The amendment changes the number of apprenticeship programs from 4 to 6.
