Amend the amendment by inserting after the title the following:

Amend the bill in section 2 by striking out all of the first paragraph (page 1, lines 11 to 22 in L.D.) and inserting the following:

Sec. 2. Pilot project; early childhood consultation program. The Department of Education shall develop and implement a pilot project to establish an early childhood consultation program to enable consultants with expertise in the areas of early childhood development and mental health to work on-site with early care and education teachers and providers of child care to aid them in the use of evidence-based strategies that reduce challenging behaviors in children and promote social-emotional growth, as well as provide guidance to parents about their children's behavioral difficulties. The department shall design the pilot project in consultation with the National Center for Excellence for Infant and Early Childhood Mental Health Consultation and key stakeholders in the State. In developing the pilot project, the department shall:’

Amend the bill in section 2 in subsection 3 in the first line (page 1, line 32 in L.D.) by striking out the following: "Establishing" and inserting the following: 'Establish'

Amend the bill in section 2 in the last paragraph in the first line (page 2, line 1 in L.D.) by striking out the following: "January" and inserting the following: 'March'

Amend the amendment by striking out all of section 3 and inserting the following:

Sec. 3. Carry balances; Learning Systems Team, pilot project. Notwithstanding any provision of law to the contrary, the State Controller shall carry any remaining balances in the Department of Education, Learning Systems Team program for the pilot project to establish an early childhood consultation program appropriated in this Act in fiscal year 2018-19 to fiscal year 2019-20.

Sec. 4. Transfers from available fiscal year 2018-19 Department of Professional and Financial Regulation Other Special Revenue Funds balances to General Fund. At the close of fiscal year 2018-19, the State Controller shall transfer $312,471 from available balances in Other Special Revenue Funds accounts within the Department of Professional and Financial Regulation to the General Fund unappropriated surplus. On or before June 30, 2019, the Commissioner of Professional and Financial Regulation shall determine from which accounts the funds will be transferred so that the sum equals $312,471 and notify the State Controller and the joint standing committee of the Legislature having jurisdiction over appropriations and financial affairs of the amounts to be transferred from each account.

Sec. 5. Appropriations and allocations. The following appropriations and allocations are made.

Initiative: Provides funds for one limited-period Education Specialist III position and one part-time limited-period Office Associate II position and related All Other costs associated with the development and implementation of a pilot project to establish an early childhood consultation program.

This amendment removes the requirement that the Department of Education designate an entity to participate with the department to develop a pilot project to establish an early childhood consultation program. The amendment removes the funding proposed in fiscal year 2017-18 and instead provides that funding in fiscal year 2018-19. The amendment also allows the Department of Education to carry forward any remaining balance of funds provided to the department for the pilot project in fiscal year 2018-19 into fiscal year 2019-20.

This amendment also requires the State Controller to transfer $312,471 from available balances in Other Special Revenue Funds accounts within the Department of Professional and Financial Regulation to the General Fund unappropriated surplus at the close of fiscal year 2018-19 and requires the Commissioner of Professional and Financial Regulation to determine from which accounts the funds will be transferred so that the sum equals $312,471 and to notify the State Controller and the joint standing committee of the Legislature having jurisdiction over appropriations and financial affairs of the amounts to be transferred from each account by June 30, 2019.
