Resolve, To Study Repeal of Occupational Licensing Requirements for Certain Occupations
Sec. 1. Department of Professional and Financial Regulation to develop legislation eliminating occupational licensing requirements. Resolved: That the Department of Professional and Financial Regulation shall study and develop recommended legislation to effectuate the most efficacious transition to the removal of all licensing, permit, certification or other occupational authorization requirements for the occupations listed in this section. In developing this proposal, the department shall consult and coordinate with all appropriate agencies, boards and commissions. The department shall include in the recommended legislation the following occupations:
1. Wood measurer or scaler;
2. Electrical helper;
3. Dietetic technician;
4. Arborist;
5. Funeral attendant;
6. Underground oil storage tank inspector;
7. Cathodic protection tester;
8. Sign language interpreter;
9. Animal control officer;
10. Guide;
11. Employee of slot machine facility or casino facility;
12. Weigher;
13. Taxidermist;
14. Animal breeder;
15. Teacher assistant;
16. Debt collector;
17. Auctioneer;
18. Fire alarm installer;
19. Aesthetician;
20. Veterinary technologist;
21. Security guard;
22. Massage therapist;
23. Mobile home installer; and
24. Packer; and be it further
Sec. 2. Report; Joint Standing Committee on Labor, Commerce, Research and Economic Development authorized to report out a bill. Resolved: That, by December 1, 2017, the Department of Professional and Financial Regulation shall submit a report including the recommended legislation developed pursuant to section 1 to the Joint Standing Committee on Labor, Commerce, Research and Economic Development. The joint standing committee is authorized to report out a bill based on the recommended legislation in the Second Regular Session of the 128th Legislature.
