Amend the bill by striking out everything after the enacting clause and before the summary and inserting the following:

Sec. 1. 20-A MRSA §6671, first ¶,  as enacted by PL 2017, c. 269, §1, is amended to read:

A school administrative unit shall establish a youth mental health first aid training program for health educators and educators providing health instruction in secondary middle schools and high schools in the unit pursuant to this section.

Sec. 2. 20-A MRSA §6671, sub-§1,  as enacted by PL 2017, c. 269, §1, is amended to read:

1. Recipients of training.   A school administrative unit shall schedule training for and ensure training is provided to health educators and educators providing health instruction in secondary middle schools and high schools in the unit responsible for implementing health education pursuant to section sections 4712 and 4723.

Sec. 3. 20-A MRSA §6671, sub-§4,  as enacted by PL 2017, c. 269, §1, is amended to read:

4. Available funding.  A school administrative unit is required to meet the requirements of this section only if it has received funding specifically for this purpose from federal funding, private funding or other funding sources or has access to free training in youth mental health first aid that meets national standards.’

SUMMARY

This amendment, which is the majority report of the committee, strikes and replaces the bill. The amendment requires school administrative units to schedule and ensure training in youth mental health first aid for educators providing health instruction in addition to the current requirement to schedule and ensure training for health educators. It also requires school administrative units to ensure that training is provided to those educators in middle schools and high schools instead of only in high schools

The amendment also requires a school administrative unit to meet the training requirements if it has access to free training that meets national standards. Currently, a school administrative unit is required to meet the training requirements only if it received federal funding, private funding or other funding for the purpose of establishing such a program.
