Amend the amendment by inserting after the title the following:

Amend the bill in section 3 in §1407 in subsection 2 in the last line (page 1, line 25 in L.D.) by inserting after the following: " reports." the following: ' The chairs of the joint standing committees of the Legislature having jurisdiction over workforce and education matters shall serve ex officio as advisory, nonvoting members of the council.'

Amend the bill in section 3 in §1407 in subsection 3 in the first line (page 1, line 26 in L.D.) by inserting after the following: " Governor" the following: ' , the State Workforce Investment Board'

Amend the bill in section 3 in §1407 by inserting at the end the following:

4 Rules.   The department may adopt routine technical rules as defined in Title 5, chapter 375, subchapter 2-A to implement the provisions of this section in accordance with applicable state and federal laws.

Amend the amendment by striking out all of section 4 and inserting the following:

Sec. 4. Appropriations and allocations. The following appropriations and allocations are made.

Sec. 5. Effective date. Those sections of this Act that repeal the Maine Revised Statutes, Title 5, section 12004-G, subsection 10-E and Title 20-A, chapter 437 take effect January 1, 2019.’

SUMMARY

This amendment makes changes to the Maine Educational and Attainment Research Navigation System Executive Council by designating as ex officio and nonvoting members the chairs of the joint standing committees of the Legislature having jurisdiction over workforce and education matters. It also adds an effective date of January 1, 2019 to the provisions of the bill that repeal the State Education and Employment Outcomes Task Force, in order to provide a more gradual transition of the duties of the task force to the duties of the executive council. Additionally, the amendment adds the State Workforce Investment Board as a recipient of the executive council's annual report and provides the Department of Labor the authority to adopt routine technical rules.

This amendment increases the funding for the cost of the Legislators being added to the executive council.
