An Act To Formalize the Governance of the Maine Educational and Attainment Research Navigation System, a Longitudinal Data Series for Workforce Information

Be it enacted by the People of the State of Maine as follows:

Sec. 1. 5 MRSA §12004-G, sub-§10-E,  as enacted by PL 2013, c. 593, §1, is repealed.

Sec. 2. 20-A MRSA c. 437,  as amended, is repealed.

Sec. 3. 26 MRSA §1407  is enacted to read:

§ 1407 Maine Educational and Attainment Research Navigation System

1 Establishment.   The Maine Educational and Attainment Research Navigation System, referred to in this section as "the system," is established within the department for the maintenance and dissemination of information and data by the department and partner organizations and must include, but is not limited to, information and data on education and training results, program completion, graduation, credentials earned and employment and earnings outcomes for those who complete postsecondary education and other training programs in the State over time.
2 Executive council.   The Maine Educational and Attainment Research Navigation System Executive Council, referred to in this section as "the council," is established. Membership of the council must include, but is not limited to, the commissioner or the commissioner's designee, the Commissioner of Education or the commissioner's designee, the Chancellor of the University of Maine System or the chancellor's designee, the President of the Maine Community College System or the president's designee and the directors of the Bureau of Employment Services, the Bureau of Unemployment Compensation and the Bureau of Rehabilitation Services. The council shall provide executive oversight of the development and direction of the system, including the establishment and refinement of policies and procedures for governance of the system, and shall set the priorities of the system, approve all proposed policies and rules and review annual reports.
3 Report.   The department shall report annually to the Governor and the joint standing committees of the Legislature having jurisdiction over workforce and education matters on the development, use and plans for the expansion of the system.

summary

This bill establishes in statute the Maine Educational and Attainment Research Navigation System, a longitudinal data series of education and training outcomes, within the Department of Labor and creates the Maine Educational and Attainment Research Navigation System Executive Council to provide oversight. It repeals the provisions establishing the State Education and Employment Outcomes Task Force, which currently develops procedures for the data series.
