Amend the bill by striking out everything after the enacting clause and before the summary and inserting the following:

Sec. 1. 22 MRSA §51  is enacted to read:

§ 51 Block grant report

Beginning in 2019, the commissioner shall provide an annual report, no later than February 1st of each year, to the joint standing committee of the Legislature having jurisdiction over health and human services matters and the joint standing committee of the Legislature having jurisdiction over appropriations and financial affairs for each block grant received from the Federal Government and program covered under that block grant and for which the department is the lead agency or has primary jurisdiction. The annual report must include, but is not limited to, the following information for the most recent federal fiscal year:

1 Revenues.   Revenues received for each block grant;
2 Expenditures.   Expenditures from each block grant and program these expenditures were used for;
3 Program areas.   Descriptions of program areas for which block grant funds were expended;
4 Eligible populations.   Descriptions of the eligible populations served in each program area and criteria for eligibility in each program area;
5 Surplus or deficit amounts.   Surplus or deficit amounts that exist or are expected to exist in the current federal fiscal year;
6 State maintenance.   Descriptions of the State's federal maintenance of effort or other matching requirements required;
7 Relevant laws.   Information regarding relevant federal and state laws, regulations, guidance and state plans that govern block grant spending and state reports and state agency expenditure reports provided to the Federal Government; and
8 Changes.   Any substantial changes in programs, revenues or expenditures that have occurred or are expected to occur during the current federal fiscal year.

The joint standing committee of the Legislature having jurisdiction over health and human services matters and the joint standing committee of the Legislature having jurisdiction over appropriations and financial affairs may report out a bill relating to the annual report.

This amendment, which is the majority report of the committee, replaces the bill. It requires the Department of Health and Human Services to provide an annual report to the joint standing committees of the Legislature having jurisdiction over health and human services matters and appropriations and financial affairs regarding block grants received from the Federal Government. It requires the report to be provided no later than February 1st of each year, beginning in 2019, with information relating to the most recent federal fiscal year.
