The authority shall report its findings and recommendations, along with any necessary implementing legislation, to the Joint Standing Committee on Transportation no later than December 6, 2017. The joint standing committee may report out a bill to the Second Regular Session of the 128th Legislature based on the findings and recommendations of the authority.
