Amend the bill by striking out all of section 1 and inserting the following:

Sec. 1. Report. The Department of Public Safety, in consultation with the Maine Diversion Alert Program, shall review opportunities for collaboration with the Controlled Substances Prescription Monitoring Program established in the Maine Revised Statutes, Title 22, chapter 1603 and the United States Department of Veterans Affairs to improve the quality of health care and decrease the prevalence of substance use disorders. The Department of Public Safety shall report in writing on the results of the review by December 6, 2017 to the Joint Standing Committee on Criminal Justice and Public Safety.

Sec. 2. Appropriations and allocations. The following appropriations and allocations are made.

This amendment is the minority report of the committee. The amendment decreases the funding for the Maine Diversion Alert Program from $95,000 to $20,000 per year and requires the Department of Public Safety to review opportunities for collaboration with the Controlled Substances Prescription Monitoring Program and the United States Department of Veterans Affairs and report to the Joint Standing Committee on Criminal Justice and Public Safety by December 6, 2017.
