Fiscal Detail and Notes
Part J of this amendment includes a General Fund appropriation of $3,004,750 in fiscal year 2016-17 for the services provided under Section 29: Home and Community Benefits for Members with Intellectual Disabilities or Autistic Disorder. Part J also includes Federal Expenditures Fund allocations required for the FMAP match.  
Part K of this amendment includes a General Fund appropriation of $1,500,817 in fiscal year 2016-17 to amend Department of Health and Human Services rules to provide for increases in the personal needs allowances of residents in residential care facilities from $70 to $90 and for residents in nursing facilities from $40 to $50. Part K also includes Federal Expenditures Fund allocations required for the FMAP match.
It also reduces the amount transferred from the unappropriated surplus of the General Fund to the Maine Budget Stabilization Fund by $4,505,567 in fiscal year 2015-16 to pay for the new General Fund appropriations in fiscal year 2016-17.
