Fiscal Detail and Notes
The Department of Health and Human Services will require a General Fund appropriation of $938,157 in fiscal year 2016-17 and an Other Special Revenue Funds allocation of $205,937 in fiscal year 2016-17 for the additional administrative work required in this bill. These additional administrative tasks include, but are not limited to, assisting foster parents and children with scheduling meetings and appointments concerning the child, providing notice of court hearings, assisting with approval to communicate with birth parent, receiving communication from therapists, physicians, and teachers and providing them to the foster parent, providing changes in case plans or termination of placement and reasons for the changes or termination, gathering and providing to the foster parent medical conditions of the child, providing information from previous placements, providing criminal background, keeping the foster parent informed of any changes or new information after placement, providing a written explanation of the case plan concerning the placement of the child in a family foster home and addressing additional cultural needs.

Federal Expenditures Fund will also be transferred to the Other Special Revenue Funds to cover the federal portion of these positions.
