Fiscal Detail and Notes
The Department of Health and Human Services will require General Fund appropriations of $95,713 in fiscal year 2015-16 and $130,565 in fiscal year 2016-17 for 2 Public Service Manager I positions needed to comply with the new complaint process and the additional reporting requirements in this bill. This also includes one-time funding for a minor Meditech system enhancement and testing for changes to the reporting requirements. 
The Department of Health and Human Services will require Other Special Revenue Funds allocations of $43,678 in fiscal year 2015-16 and $59,584 in fiscal year 2016-17 to allow expenditure of federal matching funds received through Disproportionate Share (DSH) funding for the Dorothea Dix Psychiatric Center position. Riverview Psychiatric Center does not have enough available DSH funding, so it's position would be funded 100% with General Fund dollars.
