Exempting local
school administrative units, the University of Maine System, Maine Maritime
Academy and the Maine Community College System from the requirement of using
insulation with a global-warming potential of 10 or less in state-funded new
construction or substantial renovation projects that begin on or after
October 1, 2017 if it is demonstrated that use of such materials will
increase the cost of a project will eliminate the state mandate to school
administrative units and remove any potential cost increases to public higher
educational institutions in the State. As amended, the bill still keeps the
requirement for the Maine State Housing Authority, the Efficiency Maine Trust
and state projects, regardless of cost. |
