Requires local school administrative units to install, or fund the installation of, insulation with a global-warming potential of 10 or less in state-funded new construction or substantial renovation projects that begin on or after October 1, 2017. School Significant statewide
Pursuant to the Mandate Preamble, the two-thirds vote of all members elected to each House exempts the State from the constitutional requirement to fund 90% of the additional costs.
Fiscal Detail and Notes
Requiring the Department of Administrative and Financial Services, the Maine State Housing Authority, the University of Maine System, Maine Maritime Academy, the Maine Community College System and the Efficiency Maine Trust to install insulation with a global-warming potential of 10 or less in state-funded new construction or substantial renovation projects that begin on or after October 1, 2017 may increase the cost of each project. The additional cost to each entity cannot be determined at this time and will depend on the price differential of the "global-warming potential" insulation and the insulation that would be used absent this requirement.
