Fiscal Detail and Notes
This bill provides optional supplemental funding from the Maine Clean Election Fund (MCEF) within the Commission on Governmental Ethics and Election Practices for certain legislative and gubernatorial candidates upon collection of additional qualifying contributions. It also increases initial distribution amounts for most qualifying candidates and increases by $1,000,000, from $2,000,000 to $3,000,000, the annual transfer from the General Fund to the MCEF. Other Special Revenue Funds revenue to the Commission would also increase by additional qualifying contributions, $4,850 in fiscal year 2015-16 and $116,225 in fiscal year 2016-17. The commission will require Other Special Revenue Funds allocations of $1,004,850 and $1,116,225 in fiscal years 2015-16 and 2016-17, respectively, to the MCEF for distributing the additional revenue. The Commission has indicated it will require Other Special Revenue Funds allocations of $23,211 in fiscal year 2017-18 and $22,975 in fiscal year 2018-19 for one limited-period position to process additional qualifying contributions. The Commission has also indicated it may require some of the revenue in fiscal year 2016-17 be moved forward into fiscal year 2015-16 if expenditures occur at an earlier date than anticipated.
