Under current law
the Department of Health and Human Services is tasked with adopting rules to
implement the primary care access credit and with certifying up to 5 eligible
primary care professionals each year. This bill expands eligibility for the
primary care access credit to include persons already practicing in
underserved areas, but keeps the 5 person per year limit that exists under
current law. To date, rules have not been in place to allow eligible
professionals to take advantage of the credit. There is evidence that without
the bill there are enough eligible professionals to fill the 5 slots each
year when the program becomes available. Increasing the universe of eligible
professionals but keeping the 5 person limit is not anticipated to increase
the revenue loss from the credit. |
