This bill
includes ongoing General Fund appropriations of $391,800 per year beginning
in fiscal year 2014-15 to provide screening and prevention services and
diagnostic and treatment services for individuals throughout the State who
are uninsured and without covered access to such services and who are at risk
in accordance with criteria established by the program. It should be noted
that, without emergency preamble language in the bill, it's provisions will
not take effect until 90 days after the legislative session has ended, which
will be well after fiscal year 2014-15 has ended. If the intent of the bill
is to begin appropriations in fiscal year 2014-15 an emergency preamble needs
to be included in the bill to make the funds available immediately. |
