The Department of
Health and Human Services will require General Fund appropriations of
$3,460,998 in fiscal year 2015-16 and $6,592,872 in fiscal year 2016-17 to
transfer the administration of the General Assistance - Reimbursement to
Cities and Towns program to the State. The new costs are comprised of 3
items: 22 new staff to determine eligiblity and process vouchers, technology
costs to enhance the ACES system to handle the new vouchers for GA and
additional cost for the State to fund 100% of the program. Currently
municipalities provide a portion of the funding.
There will also be a minor reduction in Other Special Revenue Funds
allocations currently used to provide payments from the State to
municipalities for SSI recoupments. |
