Fiscal Detail and Notes
The Department of Health and Human Services will require General Fund appropriations of $498,315 in fiscal year 2015-2016 and of $602,225 in fiscal year 2016-2017 to provide MaineCare coverage to provide diagnostic and preventive dental services to pregnant and postpartum women for one year after delivery, including MIHMS changes, testing and OIT oversight. Federal Expenditures Fund allocations will also be required for the FMAP match. The bill also requires the department to convene a stakeholder group to identify dental services necessary to avoid more costly medical or dental care. Depending on the recommendations of this stakeholder group, the required funding to align with this bill could increase.
 
It also requires the Department of Health and Human Services to provide information concerning adult dental benefits to adult MaineCare members and providers. It requires the department to adopt rules relating to the dental coverage by October 1, 2015. Any additional costs to the Department of Health and Human Services to adopt the rules and provide information to MaineCare members are expected to be minor and can be absorbed within existing budgeted resources.
