Sec. 2. Rate adjustment. The Department of Health and Human Services shall amend its rules in Chapter 101: MaineCare Benefits Manual, Chapter III, Section 2, Adult Family Care Services and Chapter III, Section 97, Appendix C: Principles of Reimbursement for Medical and Remedial Service Facilities and Rule Chapter 115: Principles of Reimbursement for Residential Care Facilities - Room and Board Costs to provide for a 4% increase in rates for each of the state fiscal years ending July 1, 2016 and July 1, 2017. The rate change for fiscal year 2015-16 must be implemented beginning July 1, 2015.’
SUMMARY
This amendment, which is the minority report of the committee, makes the following changes to the bill.
1. It provides that adult family care homes and Appendix C private nonmedical institutions receive a 4% rate increase in funding in each of the next 2 fiscal years, rather than a cost-of-living rate increase.
2. It strikes the requirement that an inflation adjustment be set for fiscal years beginning 2017-18.
