Sec. 2. Annual cost-of-living adjustment. The Department of Health and Human Services shall amend its rules in Chapter 101: MaineCare Benefits Manual, Chapter III, Section 2, Adult Family Care Services; Chapter III, Section 2, Section 97, Appendix C: Principles of Reimbursement for Medical and Remedial Service Facilities; and Chapter 115, Principles of Reimbursement for Residential Care Facilities - Room and Board Costs, to provide for ongoing, annual rate changes beginning July 1, 2015 to adjust for inflation. For each of the state fiscal years ending July 1, 2016 and July 1, 2017, the amount of the adjustment is 4%. For each year thereafter, the department shall set the inflation adjustment cost-of-living percentage change in reimbursement each year in accordance with the United States Department of Labor, Bureau of Labor Statistics Consumer Price Index medical care services index.
