Amend the bill by striking out the title and substituting the following:
‘An Act To Help Stabilize Homeless Shelters and Shelters for Victims of Human Trafficking in Maine’
Amend the bill by striking out everything after the enacting clause and before the summary and inserting the following:
‘Sec. 1. Distribution of settlement funds. Notwithstanding any other provision of law, the State Controller shall distribute $100,000 of the funds received from the settlement agreement reached between the United States and McGraw Hill Financial, Inc. and its subsidiary Standard & Poor's Financial Services LLC on February 2, 2015 and received by the State on March 10, 2015 to the Shelter Rehabilitation for Victims of Human Trafficking, Other Special Revenue Funds account within the Maine State Housing Authority for the rehabilitation and operating costs of a shelter for victims of human trafficking no later than September 30, 2015. This funding must supplement and not supplant any other funding available for this purpose.
Sec. 2. Distribution of settlement funds in fiscal year 2015-16 and fiscal year 2016-17. Notwithstanding any other provision of law, the State Controller shall distribute $150,000 in fiscal year 2015-16 and $150,000 in fiscal year 2016-17 of the funds received from the settlement agreement reached between the United States and McGraw Hill Financial, Inc. and its subsidiary Standard & Poor's Financial Services LLC on February 2, 2015 and received by the State on March 10, 2015 to the Shelter Operations for Victims of Human Trafficking, Other Special Revenue Funds account within the Department of Health and Human Services for the operating costs of a shelter for victims of human trafficking. These funds must be distributed no later than June 30th of the applicable fiscal year. This funding must supplement and not supplant any other funding available for this purpose.
Sec. 3. Appropriations and allocations. The following appropriations and allocations are made.

summary
This amendment is the majority report of the committee. It allocates $100,000 for the rehabilitation and operating costs of a building to be used as a shelter for victims of human trafficking and it allocates $150,000 in fiscal year 2015-16 and in fiscal year 2016-17 for the operating costs of a shelter for victims of human trafficking. It also reduces the ongoing funding proposed in the bill for homeless shelters from $3,500,000 to $2,000,000 per year.
