Amend the amendment in the first paragraph after the title in the last line (page 1, line 15 in amendment) by inserting after the following: " eligible" the following: ' and except that a person who has been ineligible to receive benefits under the Temporary Assistance for Needy Families program for 5 or more years may be considered eligible'
