Amend the bill by striking out the title and substituting the following:

‘Resolve, Concerning Billing between Emergency Medical Services Providers and Insurance Companies’

Amend the bill by striking out everything after the title and before the summary and inserting the following:

Sec. 1. Bureau of Insurance report. Resolved: That the Department of Professional and Financial Regulation, Bureau of Insurance shall conduct a review and evaluation pursuant to the Maine Revised Statutes, Title 24-A, section 2752 of a mandated health benefit proposing to require a carrier offering a health plan in this State to include coverage for the costs of providing emergency medical services to an enrollee, including, but not limited to, the transportation costs required to provide medical assistance even if the enrollee is not transported to a hospital or other health care facility. The bureau shall submit the review and evaluation required by this section to the Joint Standing Committee on Insurance and Financial Services on or before January 1, 2016. The joint standing committee may report out a bill based on the review and evaluation to the Second Regular Session of the 127th Legislature. ’

This amendment is the minority report of the committee and replaces the bill with a resolve that requires the Department of Professional and Financial Regulation, Bureau of Insurance to conduct a review and evaluation of the mandated health benefit proposed by the bill in accordance with the requirements of the Maine Revised Statutes, Title 24-A, section 2752. The amendment requires that the review and evaluation must be submitted to the Joint Standing Committee on Insurance and Financial Services on or before January 1, 2016 and authorizes the committee to report out a bill based on the review and evaluation to the Second Regular Session of the 127th Legislature.
