Amend the resolve by striking out all of section 2 and inserting the following:
‘Sec.
2. Commission membership. Resolved: That, notwithstanding Joint Rule 353, the commission consists of up to 18 members as follows:
1. Two members of the Senate appointed by the President of the Senate, including a member from each of the 2 parties holding the largest number of seats in the Legislature;
2. Three members of the House of Representatives appointed by the Speaker of the House, including members from each of the 2 parties holding the largest number of seats in the Legislature; and
3. Up to thirteen members who possess expertise in the subject matter of the study as follows:
A. A direct care worker appointed by the President of the Senate;
B. A provider of home-based long-term care who is a member of a statewide association representing home-based long-term care providers appointed by the President of the Senate;
C. A representative of a statewide association representing nonprofit housing and senior service programming appointed by the President of the Senate;
D. A representative of an organization providing services to individuals with intellectual disabilities and autism including employment services and long-term home supports appointed by the President of the Senate;
E. A provider of facility-based long-term care who is a member of a statewide association representing facility-based long-term care providers appointed by the Speaker of the House;
F. A representative of an organization providing statewide homemaker services through the state-funded independent support services program within the Department of Health and Human Services appointed by the Speaker of the House;
G. A representative of an institution of higher education engaged in workforce development appointed by the Speaker of the House;
H. A representative of a service coordination agency providing service coordination to people receiving home-based and community-based long-term care appointed by the Speaker of the House;
I. A representative of an organization promoting independent living for individuals with disabilities appointed by the Speaker of the House;
J. A representative of a business that acts as a labor intermediary helping the unemployed and underemployed populations obtain employment appointed by the Speaker of the House;
K. The executive director of the long-term care ombudsman program described under the Maine Revised Statutes, Title 22, section 5106, subsection 11-C;
L. The Commissioner of Health and Human Services, or the commissioner's designee, who may be invited to participate; and
M. The Commissioner of Labor, or the commissioner's designee, who may be invited to participate.

Amend the resolve in section 5 in subsection 8 in the second line (page 3, line 11 in L.D) by striking out the following: "and be it further"
Amend the resolve in section 5 by inserting at the end the following:
‘9. Examine technological advances and adaptive equipment that provide innovative ways to help people living in their homes remain independent; and
10. Examine the potential for removing the barriers to employment as direct care workers experienced by populations who may lack credentials, transportation or English proficiency or other relevant factors; and be it further’
Amend the resolve in section 7 in the first line (page 3, line 15 in L.D.) by striking out the following: "notwithstanding Joint Rule 353,"
Amend the resolve in section 7 in the 2nd line (page 3, line 16 in L.D.) by striking out the following: "December" and inserting the following: 'November'
summary
This amendment, which is the majority report of the committee, makes the following changes to the Commission To Study Ways To Support and Strengthen the Direct Care Workforce across the Long-term Care Continuum.
1. It adds 3 members, including a representative of a labor intermediary, a representative of an organization providing services to individuals with intellectual disabilities and autism and a representative of an organization promoting independent living for individuals with disabilities.
2. It clarifies that the Commissioner of Health and Human Services and the Commissioner of Labor may be invited to participate.
3. It adds to the duties of the commission an examination of technological advances to help individuals living in their homes remain independent and an examination of the barriers to employment as direct care workers for populations who may lack credentials, transportation or English proficiency or other relevant factors.
4. It changes the date for the commission's report from December 2, 2016 to November 2, 2016.
