Amend the bill in section 1 in subsection 3 in the blocked paragraph in the 2nd line (page 1, line 12 in L.D.) by inserting after the following: " application" the following: ' or an addendum to an application'

Amend the bill in section 1 in subsection 3 in the blocked paragraph in the 3rd line (page 1, line 13 in L.D.) by inserting after the following: " families" the following: ' who choose'

Amend the bill in section 2 by striking out all of the last 4 lines (page 1, lines 25 to 28 in L.D.) and inserting the following:

‘The Maine State Housing Authority shall provide a preliminary report by February 1, 2017 and a final report by January 15, 2019 on its progress in increasing access to affordable housing pursuant to this section to the joint standing committee of the Legislature having jurisdiction over labor, commerce, research and economic development matters.’

Amend the bill in section 3 by striking out all of the last 4 lines (page 1, lines 37 to 40 in L.D.) and inserting the following:

‘The Maine State Housing Authority shall collect and maintain data sufficient to evaluate the extent to which the pilot program achieves success in meeting its goals and provide a preliminary report by February 1, 2017 and a final report by January 15, 2019 to the joint standing committee of the Legislature having jurisdiction over labor, commerce, research and economic development matters.’

SUMMARY

This amendment clarifies that individuals or families applying for so-called Section 8 rental assistance may use that rental assistance application or an addendum to that application if they choose to also apply for rental assistance from the Bridging Rental Assistance Program and the federal Shelter Plus Care program.

The amendment adds the requirement that the Maine State Housing Authority submit preliminary reports by February 1, 2017 on the authority's progress in increasing access to affordable housing pursuant to section 2 of the bill and on the extent to which the rental assistance pilot program created in section 3 of the bill achieves success in meeting its goals.
