An Act Regarding the Maine Clean Election Fund
Emergency preamble. Whereas, acts and resolves of the Legislature do not become effective until 90 days after adjournment unless enacted as emergencies; and
Whereas, this legislation needs to take effect before the expiration of the 90-day period in order to have sufficient revenue in the Maine Clean Election Fund to make required payments to candidates; and
Whereas, in the judgment of the Legislature, these facts create an emergency within the meaning of the Constitution of Maine and require the following legislation as immediately necessary for the preservation of the public peace, health and safety; now, therefore,
Sec. 1. Transfers to Maine Clean Election Fund. The State Controller shall transfer $2,500,000 of the $3,000,000 required to be transferred on or before January 1, 2017 pursuant to the Maine Revised Statutes, Title 21-A, section 1124, subsection 2, paragraph B from the General Fund undedicated revenue to the Maine Clean Election Fund on or before June 30, 2016.
Emergency clause. In view of the emergency cited in the preamble, this legislation takes effect when approved.
SUMMARY
This bill specifies that the State Controller is directed to transfer $2,500,000 from the General Fund to the Maine Clean Election Fund on or before June 30, 2016 instead of on or before January 1, 2017.
