Amend the bill by striking out all of section 6 and inserting the following:

Sec. 6. Director of the Bureau of Alcoholic Beverages and Lottery Operations to hire liquor inspectors who have completed law enforcement training at the Maine Criminal Justice Academy. No later than July 1, 2016, the Director of the Bureau of Alcoholic Beverages and Lottery Operations within the Department of Administrative and Financial Services shall hire no fewer than 5 liquor inspectors and require that no fewer than 3 of those liquor inspectors must have completed training as qualified law enforcement officers as defined by the Maine Revised Statutes, Title 25, section 2801-A, subsection 5.

Sec. 7. Director of the Bureau of Alcoholic Beverages and Lottery Operations to report on enhanced liquor enforcement. No later than March 1, 2017, the Director of the Bureau of Alcoholic Beverages and Lottery Operations within the Department of Administrative and Financial Services shall report to the joint standing committee of the Legislature having jurisdiction over alcoholic beverage matters regarding the changes to and enhancement of liquor enforcement functions in the State, including, but not limited to, increases in the number of compliance checks, investigations related to on-premises retail licensees selling spirits not purchased from the State, sales to minors and forensic audits of licensee operations.

Sec. 8. Appropriations and allocations. The following appropriations and allocations are made.

Initiative: Provides appropriations in fiscal years 2015-16 and 2016-17 for 5 Liquor License Inspector positions and related support costs. Three of these positions must have law enforcement authority.

This amendment retains the provisions of the bill but requires the Director of the Bureau of Alcoholic Beverages and Lottery Operations within the Department of Administrative and Financial Services to hire 5 new liquor inspectors, 3 of whom must be trained law enforcement officers. The amendment provides an appropriations and allocations section to fund those positions and requires the bureau to report by March 1, 2017 on changes and enhancements to liquor enforcement efforts.
