Amend the bill in section 1 by striking out all of paragraph B (page 1, lines 4 to 14 in L.D.) and inserting the following:

B. Agreements for shared staff or staff training , including collaborative programs and support services;’

Amend the bill in section 2 in §2602 in the first paragraph in the 4th line (page 1, line 21 in L.D.) by striking out the following: " expand capacity,"

Amend the bill in section 3 in subsection 1 in the 2nd and 3rd lines (page 1, lines 26 and 27 in L.D.) by striking out the following: " local and" and inserting the following: 'local and'

Amend the bill in section 3 in subsection 1 in the 4th line (page 1, line 28 in L.D.) by striking out the following: " collaborative"

Amend the bill in section 4 by striking out all of subsection 2 (page 1, lines 32 to 39 and page 2, lines 1 to 4 in L.D.) and inserting the following:

2. Use of fund.  The department shall award grants from the fund to school administrative units, municipalities, counties and groups of 2 or more such entities , including such groups that have entered into a collaborative agreement pursuant to chapter 114, to fund the costs of implementing changes in governance, administrative structures or policies that result in the creation of consolidated school administrative units; purchasing alliances; innovative, autonomous public schools, teacher-led schools, innovative public school districts or innovative public school zones; regional delivery of collaborative programs and educational services; or collaborations of municipal-school service delivery or support systems, with the purpose of improving educational opportunity and student achievement. Grants must be used to implement changes that will be sustained by the school administrative unit, municipality or county without the need for additional grants from the fund or other sources.’

Amend the bill by inserting after section 5 the following:

Sec. 6. 20-A MRSA §2651, sub-§3, ¶C,  as enacted by PL 2011, c. 446, §1, is amended to read:

C. Expand access to high-quality professional development , training and support for teachers and school administrators initiatives aligned with evidence-based best practices that can be linked to improvements in student learning and expansion of opportunities for professional growth for teachers and principals pursuant to chapter 508; more fully integrate educational technology and expand access to online and digital learning opportunities; improve management and use of data to enhance instruction and increase student achievement; broaden access to opportunities for career and technical education; expand access to early college opportunities for high school students; or increase student choice; or’

Amend the bill by striking out all of section 7 (page 2, lines 14 to 18 in L.D.)

Amend the bill by renumbering any nonconsecutive section number to read consecutively.

SUMMARY

The amendment makes the following changes to the bill:

1. It removes the functions proposed in the bill for inclusion in the regional collaboration agreements included in the Maine Revised Statutes, Title 20-A, chapter 114;

2. It restores the statutory provision in Title 20-A, chapter 114-A that provides grant funding to one or more school administrative units, municipalities and counties from the Fund for the Efficient Delivery of Educational Services to support the improvement of educational opportunities and student achievement;

3. It amends the criteria established for providing grant funds from the Fund for the Efficient Delivery of Educational Services to expand access to professional development, training and support for teachers and school administrators by requiring that priority must be given to high-quality professional development initiatives aligned with evidence-based best practices that can be linked to improvements in student learning and expansion of opportunities for professional growth for teachers and principals pursuant to the educator effectiveness provisions established in Title 20-A, chapter 508; and

4. It removes the requirement that the Department of Education amend the rules established for the Fund for the Efficient Delivery of Educational Services.
