Resolve, Directing the Maine Center for Disease Control and Prevention To Report on Progress toward Meeting Healthy Maine 2020 Goals Pertaining to Reproductive Health

Sec. 1. Maine Center for Disease Control and Prevention to report. Resolved: That the Department of Health and Human Services, Maine Center for Disease Control and Prevention shall report by October 1, 2015 to the Joint Standing Committee on Health and Human Services on state-led efforts to achieve goals identified in its document "Healthy Maine 2020" pertaining to reproductive health, including strategies to reduce preterm births, increase the proportion of live births that are the result of an intended pregnancy, reduce the rate of infant death, increase the proportion of pregnant women who receive early and adequate prenatal care and increase abstinence from alcohol, cigarettes and illicit drugs among pregnant women. The report must include a description of the activities and efforts led by the Maine Center for Disease Control and Prevention and other state-operated programs that seek to improve the health and welfare of citizens of the State, including efforts to increase high school graduation rates. Where an effort has failed or is failing to meet a "Healthy Maine 2020" goal, the report must include an explanation why the effort has not or is not meeting the goal and include evidence-based strategies or recommendations on how state programs can meet the goal; and be it further

Sec. 2. Joint standing committee may report out a bill. Resolved: That the Joint Standing Committee on Health and Human Services may report out a bill based on the subject matter of the report under section 1 to the Second Regular Session of the 127th Legislature.

SUMMARY

This resolve directs the Department of Health and Human Services, Maine Center for Disease Control and Prevention to report by October 1, 2015 to the Joint Standing Committee on Health and Human Services on state-led efforts to achieve goals identified in its document "Healthy Maine 2020" pertaining to reproductive health. The report must include an explanation of failed or failing efforts to meet a goal and evidence-based strategies or recommendations on how state programs can meet the goal and a description of the State's efforts to improve the health and welfare of its citizens, including efforts to increase high school graduation rates. The joint standing committee is authorized to report out a bill based on the report to the Second Regular Session of the 127th Legislature.
