Amend the amendment by striking out all of the first paragraph (page 1, lines 11 to 14 in amendment) and inserting the following:

Amend the bill in section 1 by striking out all of subsection 11 (page 1, lines 3 to 11 in L.D.) and inserting the following:

11 Species Management Education Fund.   The department shall deposit $1 of every hunting license fee and trapping license fee collected pursuant to sections 11109, 11109-A and 12201 in a separate account within the department, to be known as the Species Management Education Fund. The fund is nonlapsing. The department shall use money in the fund on an annual basis to educate the public on the management of game species, except that the funds may not be used for the direct involvement of the department in any election. The department may contract with a private entity, not including a ballot question committee as described in Title 21-A, section 1056-B or a political action committee as defined in Title 21-A, section 1052, subsection 5, to provide this education. Education provided pursuant to this subsection must include information about how hunting and fishing helps to manage specific species, habitat conservation and methods of resolving conflicts between humans and wildlife. The department may continue its activities pursuant to this subsection during ballot initiative campaigns concerning wildlife issues.

This amendment incorporates the change made by Committee Amendment "A" regarding using the revenue from the trapping license fee, as well as the hunting license fee as in the bill, for educational purposes.

This amendment prohibits the use of the revenue for the direct involvement of the Department of Inland Fisheries and Wildlife in any election and further prohibits the department from contracting with a political action committee or a ballot question committee to provide education to the public.
