Amend the resolve by striking out the title and substituting the following:
‘Resolve, To Impose a One-year Delay on the Use of Standardized Tests To Evaluate Teachers’
Amend the resolve in the emergency preamble in the 4th paragraph in the first line (page 1, line 7 in L.D.) by striking out the following: "effect" and inserting the following: 'affect'
Amend the resolve in section 1 in the 4th line (page 1, line 16 in L.D.) by striking out the following: "2017-18" and inserting the following: '2016-2017'

This amendment is the minority report of the committee. The amendment changes the resolve's provision from a 2-year delay to a one-year delay prohibiting school administrative units from using the Maine Educational Assessment for Mathematics and English Language Arts/Literacy standardized tests to measure educator effectiveness.
