Amend the resolve by striking out the title and substituting the following:
‘Resolve, To Provide the Engineering Study and Planning Needed for a Statewide, Centrally Located Emergency Services Training Facility and Several Regional Training Facilities’
Amend the resolve by striking out everything after the title and before the summary and inserting the following:
‘Sec. 1. Maine Fire Protection Services Commission to contract for services. Resolved: That the Maine Fire Protection Services Commission, established in the Maine Revised Statutes, Title 5, section 12004-J, subsection 12, after consultation with the State Fire Marshal, shall contract with an independent consultant to conduct an engineering study and complete the planning needed for a statewide, centrally located emergency services training facility and several regional emergency services training facilities. At a minimum, the engineering study and planning must identify:
1. The best location for a statewide, centrally located emergency services training facility, to be designated as the Maine Emergency Services Institute;
2. The best locations for several regional emergency services training facilities, to be designated as branches of the Maine Emergency Services Institute, based on demographic and environmental information and providing access within one hour's driving time for 90% of the emergency services personnel in the State;
3. Potential users of the emergency services training facilities, the types of training for which the users might have need at each facility and the types of training that each facility would offer;
4. The manner in which each emergency services training facility would operate on a daily basis;
5. The costs of construction and establishment of each emergency services training facility and sources of funding, including local, state and grant funding;
6. The annual operating costs, including maintenance, of each emergency services training facility; and
7. The sources of funding for the operating costs of each emergency services training facility, including local, state and grant funding and other sources of revenues.
The Maine Fire Protection Services Commission shall submit a report based on the results of the engineering study and planning to the joint standing committee of the Legislature having jurisdiction over criminal justice and public safety matters by January 6, 2017; and be it further
Sec. 2. Appropriations and allocations. Resolved: That the following appropriations and allocations are made.

SUMMARY
This amendment is the majority report of the committee. This amendment replaces the resolve and changes the title. This amendment directs the Maine Fire Protection Services Commission, after consultation with the State Fire Marshal, to contract with an independent consultant to conduct an engineering study and complete the planning needed for a statewide, centrally located emergency services training facility, to be designated as the Maine Emergency Services Institute, and several regional emergency services training facilities, to be designated as branches of the Maine Emergency Services Institute. This amendment includes a General Fund appropriation and requires the Maine Fire Protection Services Commission to submit a report based on the results of the engineering study and planning to the joint standing committee of the Legislature having jurisdiction over criminal justice and public safety matters by January 6, 2017.
