Amend the amendment in section 1 in subsection 15 by inserting at the end the following: ' Notwithstanding Title 5, section 8072, subsection 11, final adoption by the department of the rules adopted pursuant to this subsection or any part of these rules is prohibited unless legislation authorizing adoption of these rules or any part of these rules becomes law.'

SUMMARY

This amendment prohibits final adoption of rules requiring a photograph of a recipient to be included on an electronic benefits transfer card unless legislation authorizing adoption of these rules becomes law.
