‘2. Contingent effective date. This section does not take effect until at least 10 other states or a number of states with a collective population of 30,000,000 3 of the other New England states, Connecticut, Massachusetts, New Hampshire, Rhode Island and Vermont, have enacted laws that prohibit the sale of motor fuel containing corn-based ethanol. The Commissioner of Agriculture, Conservation and Forestry shall notify the Revisor of Statutes when 10 other states or a number of states having a collective population of 30,000,000 3 of the other New England states have adopted laws that prohibit the sale of motor fuel containing corn-based ethanol.’
