Amend the resolve by striking out the title and substituting the following:
‘Resolve, To Reduce the Waiting List for Community-based Services for Adults with Intellectual Disabilities or Autistic Disorder’
Amend the resolve by striking out everything after the emergency preamble and before the emergency clause and inserting the following:
‘Sec. 1. Provide funding for community-based services for adults with intellectual disabilities or autistic disorder. Resolved: That, with an appropriation of funding provided in section 2, the Department of Health and Human Services shall reduce the waiting list for community-based services provided under Chapter 101: MaineCare Benefits Manual, Chapter II, Section 21: Home and Community Benefits for Members with Intellectual Disabilities or Autistic Disorder and Chapter III, Section 21: Allowances for Home and Community Benefits for Members with Intellectual Disabilities or Autistic Disorder; and be it further
Sec. 2. Appropriations and allocations. Resolved: That the following appropriations and allocations are made.

This amendment, which is the minority report of the committee, replaces the resolve. The resolve increases the combined annual limit for service reimbursement from $23,771 to $47,550. Rather than increasing the limits, the amendment adds appropriations and allocations of $16,640,320 in all funds to reduce the waiting list for community-based services for adults with intellectual disabilities or autistic disorder provided under Chapter 101: MaineCare Benefits Manual, Chapter II, Section 21: Home and Community Benefits for Members with Intellectual Disabilities or Autistic Disorder and Chapter III, Section 21: Allowances for Home and Community Benefits for Members with Intellectual Disabilities or Autistic Disorder.
