Despite the
uncertainty, absent this bill, of the results of future negotiations or of
future arbitrators' binding decisions relating to negotiated cost items
between family child care providers and the State, it is probable that over
time the cost to the State of contracts with family child care providers
would be lower under this bill than if the State were to continue engaging in
collective bargaining. |

Administrative and Financial Services will experience minor savings in
collective bargaining costs. |
