| This bill removes statutory guidance for wind energy development standards and creates specific statewide standards for setback requirements, shadow flicker effects and decommissioning plans for grid-scale wind energy developments and offshore wind power projects. Any additional costs associated with required rulemaking can be absorbed by the Department of Environmental Protection within existing budgeted resources. Any additional costs associated with reviewing and providing any comments requested by permitting authorities can be absorbed by the State Planning Office within existing budgeted resources. | ||||||
