Changes to the premiums imposed on categories of waste motor oil are not expected to significantly impact the amount of revenue collected for the Waste Motor Oil Revenue Fund administered by the Finance Authority of Maine (FAME). Directing FAME to disburse funds in the Waste Motor Oil Revenue Fund in excess of $600,000 will mean entities waiting for reimbursement will get paid earlier. The Department of Environmental Protection, as the fourth obligation in priority for disbursement will receive up to $1 million per year for the Uncontrolled Sites Fund for response costs incurred at four principal cleanup sites in the state. As the third obligation, the bill reimburses the Department of Defense, Veterans and Emergency Management $41,778 on a one-time basis for Maine National Guard response costs at the waste motor oil disposal site in Plymouth. Certain other outside entities will receive payments on amounts owed sooner under the bill than would otherwise have been possible. | ||||||
Because this legislation makes provisions for the additional costs to FAME associated with implementing certain requirements of the bill, there is no net fiscal impact to FAME. |
