|
This legislation,
which is effective July 1, 2013, establishes the Secondary Road Program Fund
("the fund") within the Department of Transportation. The department will receive a base
allocation to the Department of Transportation of $500 beginning in fiscal
year 2013-14 to allow the department to spend any funds received. |
|
The fund may
receive 90% of the revenue derived from the use of department land and assets
within energy infrastructure corridors.
The remaining 10% would be deposited in the energy infrastructure
benefits fund where 100% of the money is deposited under current law. To date no revenue has been generated from
the use of energy infrastructure corridors. |

The fund will
also receive an annual transfer by the State Controller of any potential
uncommitted balance in the Highway Fund unallocated surplus account at the
end of each fiscal year up to a certain cap.
This transfer will reduce resources available to the Highway Fund. |
