population to receive, recycle and if posisble sell all cardboard disposed of
in the municipality; requires municipalities with over 2,000 in population to
receive and compost household yard waste. |

The required
local activities in this bill may represent a state mandate pursuant to the
Constitution of Maine. The bill
provides state funding for the cost of the mandate and therefore no mandate
preamble is required. |

Expending
funds from the Maine Solid Waste Management Fund (MSWMF) to reimburse
municipalities for all of their expenses related to semi-annually receiving
household hazardous waste, and to reimburse municipalities larger than 2,000
in population for receiving and recycling cardboard and for receiving and
composting household yard waste will require an allocation of $1.28 million
starting in fiscal year 2012-13 for the State Planning Office to make the
reimbursements. The Department of
Environmental Protection is concerned that the solvency of the MSWMF could be
in jeopardy if these additional expenditures are made from the MSWMF for the
activities and requirements of this bill. |
