| Additional costs to the Department of Secretary of State associated with establishing an honorary consul plate and increasing the weight limit for issuance of Medal of Honor, prisoner of war, Pearl Harbor survivor and Purple Heart medal recipient plates can be absorbed within existing budgeted resources. Highway Fund revenue may decrease by minor amounts not requiring any change to the budget from eliminating the one-time administrative fee for Purple Heart motor vehicle and motorcycle registration plates and veterans motorcycle registration plates. | ||||||
