	Increases the number of civil violations. The collection of additional fines may also increase General Fund revenue by minor amounts.
Fiscal Detail and Notes
	Prohibiting the sale or distribution of flavored tobacco wrappers including cigar papers, cigar wraps, rolling papers, cones and blunt wraps will reduce General Fund revenue and reduce revenue sharing starting in fiscal year 2011-12.
