| The required local activities in this bill may represent a State mandate pursuant to the Constitution of Maine. Unless General Fund appropriations are provided to fund at least 90% of the additional costs or a Mandate Preamble is amended to the bill and two-thirds of the members of each House vote to exempt this mandate from the funding requirement, municipalities may not be required to implement these changes. | ||||||

| The provision in this legislation that assesses a 20% reduction in state subsidy for education on any school administrative unit that does not comply with the requirement to provide all students in grades 1 to 8 with at least 20 minutes of daily physical activity may result in a significant increase in the local cost of K-12 public education for non-compliant school administrative units. The impact to individual school administrative units can not be determined at this time. | ||||||
