Prohibiting the
Department of Environmental Protection (DEP) from licensing combined sewer
overflows will restrict the DEP from collecting certain fees that are
deposited in the Maine Environmental Protection Fund and the Water Quality
Improvement Fund, reducing revenues to those funds.
