Designating the
rules governing the management of landfill gas and odors at solid waste
facilities as major substantive rules and not routine technical rules will
require the Department of Environmental Protection (DEP) to assemble and
submit rulemaking materials to the Legislature for review and will require
DEP officials to be available for testimony to the Legislature, resulting in
minor additional costs which can absorb within existing budgeted resources. |
