The Secretary of
State's budget includes sufficient funds to accommodate one ballot of average
length for the general election in November.
If the number or size of the referendum questions requires production
and delivery of a second ballot, an additional appropriation of $107,250 may
be required. |

If approved by
the voters, the Legislature would be prohibited from substantively changing
measures enacted by a vote of the people.
The fiscal impact of this restriction can not be determined at this
time and will depend on the intent of future measures enacted by a vote of
the people. If these measures
represent significant additional costs or reductions in revenue to the State
or local units of government, the options available to the Legislature to
offset these costs or revenue decreases would be limited to changes other
than affecting the intent of the measure itself. |
