The bill requires the study of Franco-American history and the study of the influence of French intellectual thought on American history to be included in the content standards and performance indicators of the system of learning results. School Significant statewide
The required local activities in this bill may represent a State mandate pursuant to the Constitution of Maine.  Unless General Fund appropriations are provided to fund at least 90% of the additional costs or a Mandate Preamble is amended to the bill and two-thirds of the members of each House vote to exempt this mandate from the funding requirement, municipalities may not be required to implement these changes.
Fiscal Detail and Notes
The Department of Education has indicated the need for a one-time General Fund appropriation of $25,000 in fiscal year 2011-12 for the costs of adding the study of Franco-American history and the study of the influence of French intellectual thought on American history to the content standards and performance indicators for teaching American history.  This estimate is based on the actual costs incurred by the Department when the Native American studies was added to the content standards requiring the Department to develop performance standards and instructional materials.  The suggested appropriation of $25,000 does not include the cost of the unfunded mandate to school systems.
