Amend the bill by striking out the title and substituting the following:
‘An Act To Ensure the State's Authority over the Operation of Gambling Activities’
Amend the bill in the emergency preamble by striking out all of the 3rd paragraph (page 1, lines 6 to 8 in L.D.) and inserting the following:
Whereas, ‘the State needs to assert its authority over the conduct of gambling; and’
Amend the bill by striking out everything after the enacting clause and before the emergency clause and inserting the following:
‘Sec. 1. 8 MRSA §371, sub-§6 is enacted to read:
Sec. 2. 17-A MRSA §952, sub-§11, as enacted by PL 1975, c. 499, §1, is amended to read:

This amendment replaces the bill. The amendment establishes a definition of "agent" as it pertains to those businesses licensed to sell lottery tickets on behalf of the State. The amendment provides that a gambling activity not expressly authorized by Maine law does not cease to be unlawful solely because it is authorized under federal law or the laws of another state or jurisdiction.
